When defining parliamentarism as a subjectof research, a series of methodological issues arise. Despite the frequent use of the concept of „parliamentarism” by scholars, there are still many uncertainties and questions about its essential characteristics. Perceiving parliamentarism only as a variety of forms of government is clearly insufficient. Parliamentarism is a multi-faceted phenomenon, with a complex internal structure, encompassing interdependent elements. Parliamentarianism also defines the organization of public life, the level of assurance of the rights, obligations and freedoms of citizens, i.e. the degree of democratization of society.
