War as a social phenomenon is presented both as an instrument of international law and as a danger of international disorder. It is demonstrated that in order to restore a new world order, it is necessary to conclude a balance of power and the repositioning of the elites. The correlation between the international order and the world order is analyzed. One of the countries with a difficult word to say in the future being China, its emergence as a superpower is justified.
