In the given context, he approaches the concept of innovative public procurement (IPP Innovative Public Procurement) as a process through which public entities procure goods, services, works and utilities in relational conditions optimal: price - quality, so that they generate innovative benefits for entities and society, but with minimal negative impact on the environment.
