Research methods have been studied and considered in which: (1) for the evaluation and resolution of decision-making situations, it is useful to apply a decision-making model based on the capitalization of knowledge (after Cauvin) and (2) for the assessment of the size and classification of emergency situations in the event of road traffic accidents, a smart SSD based on expertise and the use of an artificial neural network is applied to analyze data from several previous cases. As a result of the study, the functional model of an SSD was identified and built, intended for the export of data from the Automated Information System "State Register of Road Accidents" in the European Union's CADaS format.
