Ţoți doresc o poliție bine instruită, responsabilă, transparentă și profesionistă, dar acest lucru poate fi realizat, în primul rând, prin acele transformări și investiții în capacitățile și capabilitățile organizaționale și funcționale legate de respectarea și protecția drepturilor omului. Având un sistem eficient și profesionist de activitate unde protecția drepturilor omului constituie principiul de bază, alături de acele reforme instituționale ce au loc în cadrul poliției, se poate contribui la transformarea acesteia într-o instituție modernă cu angajați profesioniști. Astăzi sunt instituție mai multe mecanisme privind respectarea şi protecția drepturilor omului de către poliţie, cum ar fi: implementarea prevederilor şi standardelor internaționale, elaborarea şi aplicarea codurilor de etică şi deontologie, determinarea şi stabilirea responsabilităților, dezvoltarea unei culturi polițienești relevante realităților sociale existente, instruirea şi pregătirea profesională, punerea în aplicare a procedurilor standard de operare.The police is the first line of defense of human rights and the policemen are the guardians of the law, including human rights regulations. Everyone wants a well-trained, responsible, transparent and professional police force, but this can be achieved primarily through those transformations and investments in organizational and functional capacities and capabilities related to respect for and protection of human rights. Having an efficient and professional system of activity where the protection of human rights is the basic principle, together with those institutional reforms that take place within the police, it can contribute to its transformation into a modern institution with professional employees. Today the police such as establish several mechanisms regarding the respect and protection of human rights: implementation of international provisions and standards, elaboration and application of codes of ethics and deontology, determination of responsibilities, development of a police culture relevant to existing social realities, professional training and implementation of standard operating procedures.La police est la première ligne de défense des droits de l’homme et les officiers de police sont les gardiens de la loi et des réglementations des droits de l’homme. Tous souhaitent disposer d’une force de police bien formée, responsable, transparente et professionnelle, mais cet objectif peut être atteint grâce aux transformations et aux investissements dans les capacités organisationnelles et fonctionnelles liées au respect et à la protection des droits de l’homme. L’existence d’un système d’activité efficace et professionnel dont le principe de base est la protection des droits de l’homme, ainsi que les réformes institutionnelles en cours au sein de la police, peuvent contribuer à sa transformation en une institution moderne avec des employés professionnels. Aujourd’hui, plusieurs mécanismes sont établis concernant le respect et la protection des droits de l’homme par la police, tels que: la mise en њuvre des dispositions et normes internationales, l’élaboration et l’application des codes d’éthique et de déontologie, la détermination des responsabilités, le développement d’une culture policière adaptée aux réalités sociales existantes, l’instruction, la formation professionnelle et l’application des procédures opérationnelles standard.Полиция является первой линией защиты прав человека, а полицейские блюстителями закона, в том числе положений касательно прав человека. Все хотят иметь хорошо обученную, подотчетную, прозрачную и профессиональную полицию, но этого можно достичь, в первую очередь, за счет тех преобразований и инвестиций в организационные и функциональные возможности и способности, связанные с соблюдением и защитой прав человека.
