AGITAȚIA ELECTORALĂ ÎN CAMPANIA PENTRU ALEGERILE PARLAMENTARE DIN 2014 ÎN REPUBLICA MOLDOVA

This article focuses on the types of electoral agitation in the campaign for the parliamentary elections from 30th of November in Moldova. They researched electoral agitation activities such as: type action "from the door to the door" internet and phone agitation, audio and visual advertising cars, electoral display distribution of leaflets and newspapers party, meeting with voters, parties for young people, mass media , in out door advertising. If finds that the mass media institutions from , Republic Moldova were implicated in the battle between electoral competitors, instead to reflect undiased and equidistant the electoral campaign.

The article analyzes the parliamentary elections in Moldova November 30, 2014. It examines the work of the election administration, election platforms of candidates and election monitoring by international and national observers. They are also widely studied types of electoral campaigning activities during the election campaign and election coverage in the media. They deal with candidates in the election campaign slogans and voter reaction on these slogans. It makes the conclusion that the parliamentary elections of 2014 have shown that the problem of Moldovan political system transformation into a democratic party system is not removed from the agenda. Even if the pro-European parties won the most votes and seats (55) and had enough votes to elect the President of Parliament, but they have failed to obtain the required number of mandates independently to solve all problems (Head choice State changes and amendments in the Constitution etc.).

The present article analyzes the process of negotiations for solving the Transnistrian conflict starting with 1992, stressing namely the negotiations in the format „5+2”. After signing the plan of Actions – the European Union – Republic of Moldova, the EU and USA agreed to participate at the negotiations as observers, by undertaking the new format „5+2”. The negotiations format „5+2” includes 2 parts – Republic of Moldova and Transnistria, two mediators – OSCE, the Russian Federation, Ukraine, and observers – US and the European Union. Due to the lack of a politic will of these two sides implied in the conflict, and first of all from Russian Federation, the conflict is still not being solved until present times. Once EU and USA started to take part at the process of negotiations, the positions of Republic of Moldova has Strengthened. There have been created some real premises for the definite settlement of the Transnistrian conflict
EVOLUȚIA PARLAMENTARISMULUI ÎN ROMÂNIA

The article analyzes the evolution of parliamentarism in Romania in the period 1918-1938, the year when elections were held based on the principles of participatory democracy of universal suffrage, respectively, which operated last year’s parliamentary democracy Parliament wars. It addresses the parliamentary traditions, from the nineteenth when the threefold effect in the Romanian Organic Regulations. The example of developer status of the Paris Convention (Cuza’s status) which was carried out a new room; Senate, thus passing the bicameral parliamentary system. It analyzes changes and decisive parliamentary political order introduced by the Constitution of 1866 when they laid the foundations formodern legislature. It is emphasized that the Constitution of 1923, opposite Parliament organization remained committed to the principle of bicameralism and the alternation in power of political parties was a reality and were tested different formulas to tackle the problems facing Romania.

Sunt puse în vizor importanţa relaţiilor bilaterale dintre Uniunea Europeană şi ţările Parteneriatului Estic. De asemenea, se cercetează formatul Trio Asociat între Georgia, Moldova şi Ucraina şi rolul acestuia în cooperarea dintre cele trei state.

The paper discussed some aspects of the integration into the European Union. Material contained in Article concerns four basic policies in the post accession to the European Union: agricultural policy, environmental policy, trade policy and customs policy.It examines the mechanisms governing the production and trade in agricultural products in the European Union, and ensuring stable supply of safe food for its population and affordable. It emphasizes that EU membership has positive effects on the Romanian agriculture and farmers’ income and access to a market of over 450 million. It investigates environmental policy and environmental policy objectives that are different and complex country, including Romania. It also analyzes the princi- ples examines national environmental policy and environmental strategy. It is placed in the viewfinder trade policy, which shall be in accordance with the acquis and the progress made in this area. Inquire customs policy in the post accession of Romania is based on the application of customs legislation by the customs of our country and the Member States and harmonization of customs regulations with EU requirements

The article examines media coverage of the campaign for parliamentary elections of 28 November 2010 in Moldova. Content analysis is made of materials that have treated the most important topics audiovisual broadcast. Given the severe impact it has on the creation of public broadcasting and the credibility of its large population, it highlights the angles of approach and presentation of the main topics. It is researched newspapers, including news agencies and web portals, which published several materials, including news, opinion articles, political advertising and voter, voter education materials, interviews and other special category of electoral programs and surveys with the public opinion. Mass media were actively involved in election coverage. With handy tools designed to ensure political equality, the media was a very important source of information about candidates and issues raised during the campaign.

The article investigates the Eastern Partnership and the European perspective of the Republic of Moldova. The decisions of the Eastern Partnership Summits and their importance for bringing the Republic of Moldova closer to the European Union are analyzed. The importance of bilateral relations between the European Union and the Eastern Partnership countries is highlighted. The Associated Trio format between Georgia, Moldova and Ukraine and its role in cooperation between the three states are also being investigated.
REPUBLICA MOLDOVA: DE LA ACORDUL DE ASOCIERE LA STATUTUL DE CANDIDAT PRIVIND ADERAREA LA UNIUNEA EUROPEANĂ

În articol de analizează evoluția relațiilor dintre Republica Moldova și Uniunea Europeană de la semnarea Acordului de Asociere între Republica Moldova și Uniunea Europeană până la atribuirea Republicii Moldova statutul de candidat privind aderarea la Uniunea Europeană. Se investighează Strategia de Integrare Europeană a Republicii Moldova, precum și lansarea Parteneriatului Estic și scopul acestuia. Se evidențiază faptul că Parteneriatul Estic a fost un cadru politic care a permis semnarea Acordului de Asociere Republica Moldova − Uniunea Europeană la 27 iunie 2014, ratificat de Legislativ la 2 iulie 2014. De asemenea, se cercetează condițiile în care Republica Moldova primit statutul de candidat pentru aderarea la Uniunea Europeană.
